Permits Online.

You can now apply for a permit, new contractor license or renewal online.

You will pay fees once you are notified by email or letter.

Submitting A Permit Application Online: The Process.

When applying online you will be asked to create an account

  • If you aren’t prepared to submit your application - you can log back in when you’re ready

  • You will receive communication regarding your online application at the email address provided.
    So please remember to use a valid email address, that you can access easily,

After you log in, you can “Create Application” by clicking the button at the top of the screen or if you have previously submitted applications online - you will see them listed.

Once you submit your application:

  1. Your application will be reviewed

  2. You will be notified by email - of anything additional that may be needed.

Once approved:

  1. You will receive an email requesting online payment
    (We currently accept: MC or VISA or electronic check)

  2. You should automatically receive the permit via Email once you have paid online.

Please note: in the online application system - “Right Of Way” is abbreviated as “ROW”

Department Mission

To provide essential engineering services in support of community enrichment and the Infrastructure objective of providing reliable and competitively priced utilities which are delivered safely and responsibly in an environmentally sustainable manner.

Department Description

The Engineering Department provides essential services to City infrastructure through engineering investigation, evaluation, design, construction administration, and inspection for infrastructure projects. These projects include electric transmission and distribution facilities, fiber optic facilities, water and natural gas distribution facilities, sanitary and storm sewer collection system, water and wastewater treatment facilities, streets and bridges facilities, and traffic-related facilities, such as traffic signals, street sign maintenance, pavement markings, and street closures. Additionally, the department manages the operation and enforcement of public parking on city streets, in surface parking lots, and in McDulin Parking Garage. The department provides necessary support for street lighting, security/private area lighting, electric and traffic needs for community events, regulatory compliance, utility and roadway construction standards, natural gas and water leak surveys and cathodic protection surveys. The Department also responds promptly to existing and prospective customers for their infrastructure questions and requests.

 Right-of-Way Permits.

A permit is required from the Engineering Department whenever work is performed in the right-of-way. This includes activities such as:

  • Placing a dumpster in the parking lane or alley for construction demolition

  • Placing a planter or bench on the sidewalk outside of a business

  • Planting, trimming, or removing a tree

  • Repairing gas, water, or sewer service lines

  • Repairing sidewalk or curb

  • Any blockages of street or sidewalk for work on an adjacent property

  • Sign encroaching into right-of-way — both ground and overhead

  • Driving oversize/overweight vehicles on city streets (Note: ODOT issues permits for U.S. and State Routes)

Fees
Fees are charged for sidewalk and curb repairs. Fees are also charged for street cut permits, whenever the street pavement must be excavated, in accordance with Section 907 of the Codified Ordinances. The cost of the street cut is based upon the size of the excavation: $20 for the first square yard plus $15 for each additional square yard.

Street Cut Permits
Street cut permits are usually issued only to licensed plumbers and sewer tappers. The City Engineer may approve a street cut permit to other individuals or companies. No permit will be issued to someone who does not have adequate insurance coverage for working in the street.

The permit holder must maintain traffic in accordance with the Ohio Manual of Uniform Traffic Control Devices. The permit holder is responsible to maintain the cut if it should settle or become rough: if the Street Maintenance Division must maintain the temporary repair, it will usually be performed on overtime and the cost will be billed to the permit holder.
